There is no investment officer to cover real estate investments.

On one hand, China should not try to eliminate overcapacity by maintaining the high growth rate of real estate investment. While investment in social housing should be welcomed, real estate investment, currently running at 10 13 of GDP, is already far too high.

Driven by the real estate cycle in the first quarter of this year and influenced by the investment rally in real estate and the improvement of facility investment, the economy has entered phased recovery.

14. To stimulate investment and create more active real estate markets, ECE has established the Real Estate Advisory Group (REAG), consisting of property lawyers, bankers, developers and real estate valuers.

The real estate investments of the Fund require legal reviews of each investment opportunity.

It is difficult to judge how serious China s property bubble is and when it might burst. But one thing is certain China has invested too much in real estate development.

How much might we expect a home in a famous city to outperform other real estate as a long term investment? The answer not much at all.

Indeed, since the late 1990 s, the real estate investment to GDP ratio has been far higher than it was in countries like Japan and Korea during their high growth periods.

In addition, there was excessive investment in speculative assets, such as real estate and stocks, which rendered the banks and finance companies vulnerable to an economic slowdown.

This indicates that data on the growth rate of fixed asset investment may have exaggerated the pace of capital stock accumulation. Hence, while the Chinese government should be firm on reducing the dependence of growth on investment, it must exercise utmost care when doing so.

As a result of the work done, no breaches came to our attention.

For example, the Office of Internal Oversight Services suggested that the Investment Management Service review in detail the operational steps related to real estate investments, which will require the opinion of specialists.

Residential investment is still at an historic low as a share of GDP as a result of overbuilding during the 2003 2008 housing boom and the tsunami of foreclosures that followed. But the headwinds in the housing market are dissipating.

A study by the National Association of Realtors (NAR) indicates that 13 of all homes purchased in the United States in 2004 were vacation homes. This does not include buyers who purchased homes as investment properties, mostly to rent out.

Instead, the profitable carving up of healthy companies has freed up capital to flow to intangible assets, houses and other forms of real estate, fueling a speculative crisis. In short, the global economy replete with get rich quick schemes, overpaid bosses, and corporate fraud has lost its moral bearings.

In the cities, a lot of the cost of property is actually wrapped up in its speculative value.

Moreover, housing market reforms and the development of a mortgage loan market in the late 1990s fueled rapid growth in real estate investment, which reached an annual rate of over 20 in 2000. As a result, real estate development became the most important contributor to economic growth, even as exports boomed following China s accession to the World Trade Organization.

Financial bubbles emerge wherever liquid asset markets exist. Indeed, the objects of such speculation astound the imagination tulip bulbs, gold and silver mines, real estate, the debt of new nations, corporate securities.

New legislation has been introduced to facilitate better maintenance of the housing stock and to encourage the private sector in rental housing.

(4) As regards tradable financial assets, it is required to separately list the beginning of period and end of period fair value of tradable bond investment, tradable equity instrument investment, financial assets which are specified to be measured on fair value and whose fluctuations are included in the current profits and losses, derivative financial assets and other tradable financial assets.

52. In the field of trade and investment promotion, ECE s focus has been on the dissemination of best practices in investment promotion techniques, the promotion of private investment in infrastructure (road, rail, telecommunications, power generating networks, water systems etc.) and stimulation of investment in real estate.

Complicating this effort is the fact that, unlike in 1997 2002, China cannot absorb overcapacity by stimulating real estate investment and exports. And no one knows whether the much discussed innovative industries can have the impact that real estate investment and exports did not least because there is so much excess capacity in the traditional industries.

(1)Having no available financial resources to continuously provide funds to the financial asset investment so as to hold the financial asset investment until its maturity

The expectation that this trend will continue has driven homeowners to retain possession of their properties, even though rental rates amount to less than 2 of a property s market value. But, with the real estate sector finally facing a downturn, the time to rethink this investment strategy has arrived.

Those remaining would be strong enough to support the real sector and provide cheap credit for genuine investors.

The advent of the new subprogramme has resulted in the expansion of local actors to include retail banks, cooperative savings associations, housing microfinance institutions, as well as ministries of finance and in the expansion of substantive inputs to include investment, housing and project finance.

General measures that are particularly relevant include those regulating establishment, operation of companies, the environment, foreign investment, taxation, building codes, real estate and land ownership.

Cheap money with limited investment outlets now risks fueling property bubbles and industrial overcapacity. Without fundamental change, China faces slower economic growth, inadequate job creation and innovation, and popping bubbles.

UNDCP will also seek to modernize legislation on asset forfeiture, to help countries to adopt stricter controls of money laundering and precursor chemicals, and to reduce options for the legitimation of the proceeds of crime in connection with business investments, financial instruments and real estate.

Since the twenty first century began, skyrocketing housing prices in China, except for a short respite during the global financial crisis, have caused serious social discontent. After years of half hearted effort, China s government has finally clamped down on housing speculation.

Although one new post of Investment Officer has been recommended by the Office of Internal Oversight Services for real estate investments, it has been decided that it would be more beneficial to the management of the Fund to redeploy the current investment officer posts by expanding the responsibilities of each.
