Defining performance expectations for programme delivery

Performance benchmarks are being implemented.

(a) Programme performance and implementation

Such situations might include instances in which the underperformance takes the form of non performance or refusal to perform the tasks agreed to in the performance plans or where there is continued underperformance despite the existence of a performance improvement plan.

The success criteria will include substantial improvement in decision making, preventive diplomacy, resource mobilization and operational performance.

Approximately 22.1 million (56 per cent) of the 39.3 million was pending approval, while the balance of 17.2 million (44 per cent) had been approved but was pending disposal.

Despite an almost 100 per cent budget implementation rate, large amounts of prior period obligations that had been included in the performance reports as expenditures had been subsequently cancelled.

Performance contracts between members of the Senior Management Team and the Executive Director are proposed for implementation in 2005.

It would include performance indicators, set out actions and targets and identify those responsible for the implementation of various actions.

Performance is captured by quantifying the delivery of outputs.

The tests should also incorporate scientific and rational performance appraisal criteria, which would reflect the spirit of performance management and facilitate the implementation of the pay for performance system.

Those transactions that do not require commitments by the Executive Board are maintained as special accounts.

At the people level, institutional values and standards of conduct and performance should be clearly communicated, monitored and enforced.

29. The UNFPA thematic evaluation of execution modalities has provided a conceptual framework for the evaluation and performance standards for executing agencies.

(iv) Implementation of Performance Appraisal System

74. Paragraph 79. The Secretariat has been requested to prepare a report on a system of performance awards and bonuses in the context of the performance appraisal system, for the fifty third session of the General Assembly.

20. Upon the completion of a project, and in line with performance indicators built into the project design, joint evaluation will be undertaken by the entities of the Executive Committee, based on which the Secretary General will submit an annual report to the General Assembly.

This draft would be presented to the Bureau and then submitted to an executive session, in the first quarter of 1998, for approval.

In paragraph 206 of the report, UNFPA agreed with the Board's recommendation that it (a) perform yearly performance reviews in a timely manner in order to ensure that relevant and meaningful individual performance plans could be prepared for the following year (b) revise its time lines for the implementation of the performance appraisal review system and (c) regularly monitor the performance system to ensure compliance with established deadlines.

In paragraph 206, UNFPA agreed with the recommendation of the Board of Auditors to (a) perform yearly performance reviews in a timely manner in order to ensure that relevant and meaningful individual performance plans can be prepared for the following year (b) revise its timelines for the implementation of the Performance Appraisal Review system and (c) regularly monitor the performance system to ensure compliance with established deadlines.

In total, 3,019 outputs delivered in 2004 2005 will be discontinued in 2006 2007.

That would help in assessing performance.

This includes ongoing monitoring of programme delivery and preliminary performance assessments for the biennium 2004 2005 as a basis for the preparation of the strategic framework for 2008 2009.

Commends the execution of the Guinea Bissau Islamic Centre project and its imminent commissioning.

(v) Support to managers and staff in the implementation of performance management, including monitoring to ensure consistency of application of the performance appraisal system provision of related training and advisory services

I. Implementation and development of the Performance Appraisal System

10. The Committee welcomes the performance indicators presented in table 4 of Annex I indicating outputs planned and delivered for the biennium, comparing a number of 2,606 programmed outputs to 3,099 outputs projected to be delivered at the time of submission of the report.

In 2005, the monitoring of the implementation of human resources action plans became a mandate for the newly established Management Performance Board.

16. On the basis of reports submitted by Joint Monitoring Committee the Global Joint Monitoring Committee is required to examine policy issues involved in PAS implementation and to prepare an annual report on the implementation of PAS throughout the Secretariat to be submitted to the Secretary General.

8. Requests that, where applicable, benchmarks be developed by the Secretary General to assess the impact of and measure performance in the implementation of the recommendations contained in his report and that he submit them to the Working Group for its consideration

Document ICCD COP(7) 2 Add.3 summarizes the financial performance of all Convention trust funds for 2004 2005, providing information on the performance level, as well as on programme implementation and results achieved.

The implementation of information technology programmes will be pursued wherever feasible while, wherever possible and appropriate, both quantitative and qualitative performance measures will be developed.

They therefore agreed to develop an economic governance action plan, to be presented to the Government for implementation and submitted to the Security Council for its consideration.

The criteria suggest that the performance appraisal system should be as simple as possible and be structured to provide clear communication between staff about the expected and actual performance performance ratings should be applied objectively and accurately there should be an automatic process for review and approval of the performance ratings and the consequences for different levels of performance should be known to staff.

(h) While any performance recognition system must be implemented in the context of the performance appraisal system, it is essential that the new PAS be sufficiently well established throughout the Organization before a Secretariat wide programme is introduced.

95. In the context of preparing the proposed 1998 1999 budget, departments were invited to include performance indicators comparing actual performance for 1994 1995, expected performance of 1996 1997 and proposed performance for 1998 1999.

13. Notes further the significant success of the Peace Implementation Programme of the Agency, as well as the microfinance and enterprise programmes

In 2004, UNICRI improved its reporting on project performance and monitored the implementation and achievements of its main programmes.
