Reports of the panel on biotechnology

The Chairperson of the Technical Forum will report to the Conference on the outcomes of the technical presentation sessions and workshops which deal with substantive items, as well as other activities organized within the Technical Forum which are deemed important to the work of the Conference, and forward for consideration or information, as appropriate, reports of the various bodies of the Technical Forum.

A number of Governments reported on their bilateral cooperation involving technical assistance from other States.

UNU INTECH also made a group and individual contribution to the UNCTAD Advanced Technology Assessment System Bulletin.

The SBSTA will have before it a progress report on development and transfer oftechnology FCCC SBSTA 1997 10 and an overview of the information provided on technology transfer activities by Annex II Parties (FCCC SBSTA 1997 13).

Besides the publication of a quarterly Monitor, three TECHMARTs, business forums for technology transfer and joint venture opportunities focusing on high technology spin offs and their application in industry, will be organized for this purpose.

(a) The SBSTA took note with appreciation of the progress report on development and transfer of technologies prepared by the secretariat (FCCC SBSTA 1997 10), of the technical report with an overview of adaptation technologies (FCCC TP 1997 3), and the preliminary review of existing technology information centres and networks prepared by the Climate Technology Initiative (CTI).

Technologies that are sourced from both South and North call for a proper needs assessment of technology requirements in a country specific context.

The core list covered three broad areas of measurement basic ICT infrastructure and access, ICT access and use by households, and ICT access and use by businesses.

These include, for example, the preparation of reports on adaptation technology, the development of a plan for technology information centres and networks, and an expansion of the survey of technology and technology information needs.

Requests the Subsidiary Body for Implementation to evaluate and report on the transfer of technologies being undertaken between Annex II Parties and other Parties, and to do so by drawing on a roster of experts as referred to above, and to take into account the planned technical report of the Intergovernmental Panel on Climate Change on methodological and technical aspects of technology transfer

The promotion and the outlines of its programme are explained in issue No. 1 of its new quarterly publication High Technology Spin Offs Monitor, which focuses on this particular subject and technology transfer.

Further requests the Secretary General to report annually to the Commission on Human Rights on the progress made in the implementation of the programme of advisory services and technical cooperation in the field of human rights and on the operation and administration of the Voluntary Fund for Technical Cooperation in the Field of Human Rights.
