As a result the original lowest bidders were requested to revise their proposals to reflect the manpower levels reflected by the second lowest bidder.

Consequently, the winning bid may be simply an established increment below the second lowest bid rather than the lowest responsible and responsive bid.

The most common procedure was the tendering method (adjudication), in which the contract was awarded to the tenderer offering the lowest price.

It has been observed that extensions may be appropriate only for high value procurements, as they can be seen as imposing undue pressure on bidders to lower prices and disadvantaging bidders who may have allocated a fixed period of time to attend the electronic reverse auction.

It was suggested that the term lowest evaluated tender in subparagraph n (bis) (v) should be replaced with the term most economically advantageous tender (as used in EU public procurement directive 2004 18 EC, article 53), as the former term might imply the offer with the lowest price .
