Current proposals call for a standard requirement to provide a set of audited accounts in order to allow UNHCR to assess financial management capacity in advance (i.e. a pre qualification of implementing partners) combined with a policy of selective interim and post completion audits.

The budget document must also be made public three months before adoption to enable debate and amendment.

Further enhancements are scheduled for implementation by the end of 2005.
