An investment of 2.5 billion is anticipated over a period of five years to put in place measures to significantly increase the disposable income and improve the living conditions of low income households.

But beyond this measure, it seems that some low and middle income non HIPC countries would still need new measures to deal with their debt.

Mauritius is in the process of improving the package of incentives being offered to encourage the private sector, which so far has not been able to target low income groups.

III. POLICIES AND MEASURES TO LIMIT ANTHROPOGENIC EMISSIONS

The Committee welcomes the measures taken to improve the income situation of the Fund.

Accordingly, the Government is again urged to take steps in the short term, in accordance with this pledge, to implement tax measures that will ensure a sustained increase in State resources on the basis of equity, and measures to forge a new fiscal culture in the country.

The report forecasts that there will be an 80 per cent increase in traffic fatalities in low and middle income countries by 2020 if preventive measures are not taken immediately.

These shortfalls necessitated the introduction of a series of austerity measures to bring expenditure in line with income and reduce deficit amounts.

When income measures were supplemented with other measures of human welfare, it was clear that, on average, populations in developing countries were currently living longer, healthier and better educated lives than had been the case a generation earlier.

Income continued to fall far short of budgeted needs, necessitating the continuation of previously imposed austerity measures and the introduction of new ones, while preventing the Agency from undertaking certain planned activities.

Solving that problem requires bolder, more extensive measures that benefit a large number of countries, including middle income countries.

15. In addition to its austerity measures, UNRWA had sought to increase its income through private sector fund raising.

Ideally, the reinvestment of profits, or the absorption of profits by fiscal measures and their utilization for financing development, should provide channels to bolster investment, incomes and savings.
