World Vision, Concern, the International Rescue Committee, Red Barnet, Food for the Hungry International and Médecins sans frontières have also implemented UNHCR activities in favour of unaccompanied children.

The Board further recommended that UNRWA monitor the procurement lead times on an ongoing basis and ensure that corrective actions are taken accordingly.

54. The Emergency Relief Coordinator, in his capacity as Chairman of the Inter Agency Standing Committee (IASC), has engaged IASC members in collaborative efforts to deal with the issue of the security of humanitarian workers.

A general review of UNRWA programmes and activities is undertaken on an annual basis by the Advisory Commission, which comprises 11 members. The Advisory Commission has a working relationship with the Palestine Liberation Organization.

There were 786 relief and social services staff.

Authorization was sought for the Committee for Programme and Coordination, the Committee on Conferences, the Committee on Relations with the Host Country, the Committee on the Exercise of the Inalienable Rights of the Palestinian People, and the Working Group on the Financing of the United Nations Relief and Works Agency for Palestine Refugees in the Near East.

The second panel comprised the executive secretaries of the regional commissions the Economic and Social Commission for Western Asia (ESCWA) the Economic Commission for Africa (ECA) the Economic Commission for Latin America and the Caribbean (ECLAC) the Economic and Social Commission for Asia and the Pacific (ESCAP) and the Economic Commission for Europe (ECE).

In paragraph 60 of the report, UNRWA agreed with the Board's recommendation that it develop terms of reference for the Investment Review Committee.

The Emergency Relief Coordinator will discuss the use and impact of the Fund with the Inter Agency Standing Committee principals.

(c) Economic and Financial Committee (Second Committee)

Under resolution No. A83 046 of the Philippine Commission on Human Rights, the Commission was authorized to grant financial assistance to qualified victims of human rights violations, in the form of temporary relief, not compensation.

In paragraph 158 of the report, UNRWA agreed with the Board's recommendation that it consider expanding the terms of reference for the Audit and Inspection Committee to include a review of the presentation and disclosure of the financial statements of UNRWA.

In paragraph 225, the Board recommended that UNHCR conduct an evaluation of its tsunami operations in order to apply lessons learned for future operations concerning natural disasters.

A general review of UNRWA programmes and activities is undertaken on an annual basis by the ten member Advisory Commission, which includes representatives of the Agency's donors and host authorities.

11. The report of the Advisory Committee on proposed budget estimates of UNRWA for the biennium 1998 1999 was communicated to the Commissioner General through a letter dated 8 October 1997 by the Chairman of the Committee (AC 1330).

4. At its 17th meeting, on 9 November, the Committee heard a statement by the Commissioner General of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), who introduced his report (see A C.4 53 SR.17).
