Press materials were distributed by others, both in hard copy and electronically, resulting in scores of published articles and news broadcasts.

The press is certainly a business, and in order to survive it must be a successful business, but the right balance must be found between marketing considerations and journalistic responsibility.

Such a strategy in the information field should also provide for the pluralism and independence of the mass information media.

It is currently nationwide in scope and carries out mass communication programmes (radio, television and press), marketing programmes (promotion of brands of contraceptives, chiefly pills) and telephone counselling.

The marketing department thus became responsible for the marketing and sale of all products and services from TSS.

The Advisory Committee notes that it is proposed to transfer all of the functions of the Sales Dispatch Unit at Headquarters from the Department for General Assembly and Conference Management to the Department of Public Information (see part I, sect. 2, above).

The opening meeting of the twentieth session of the Committee is being held on the same day that the United Nations has celebrated, here in the same room, World Press Freedom Day, to honour and remember those reporters, journalists and editors who were victims of censorship and repression and who, in many cases, died while serving in the line of duty and promoting a free press.

C. Activities of other Information Centres and Services

During the biennium 1996 1997, the Department s Sales and Marketing Section reported an excess of income over expenditure amounting to US 1.7 million, exceeding almost three times its estimated earnings for that period.

The Department continues to provide press release coverage, in English and French, of all open intergovernmental meetings, as well as press briefings and conferences.

The promotion of human rights continued to be a priority issue for the Department.

IAPA apos s annual Awards Programme continues to recognize newspapers and journalists for news coverage and the promotion of friendship and understanding among the countries of the Americas.

28. Recognizes the continued enhanced cooperation between the Department of Public Information and the University of Peace in Costa Rica as a focal point for promoting United Nations activities and disseminating United Nations information materials

In 1995 and 1996, UNIS issued 824 press releases in English and 753 in French.

The press releases were made available to the news media and were distributed electronically to United Nations information centres and services and were posted on the United Nations home page of the World Wide Web.

A formal decision on the sales policy is one of the expected outcomes of the Publications and Information Board s next meeting (December 1998)

Emphasis on the subject was given by press release services at Headquarters in New York and Geneva (English and French) and by United Nations information centres and services, particularly those located in the region covered by the zone.

The issue of the protection and promotion of human rights continued to be a priority for the Department of Public Information.

With Deutsche Welle, BBC World Service and Insight News Television, among others, it has organized television news feature coverage missions to several United Nations peacekeeping and humanitarian missions.

It will promote, market and contribute to the dissemination of these tools and methodologies through the establishment of innovative marketing strategies as well as the preparation and updating of promotional material, networking and capacity building.

The responsibility for the programme is vested in the Department of Public Information both at Headquarters in New York and in the worldwide network of United Nations information centres and services, information components and regional hubs, where applicable.

The biggest challenge the Department faces is in assessing whether the public information messages promote an informed understanding of, and support for, the substantive purposes of the United Nations.
