Provisional guidelines for reporting by states parties to the convention

It is proposed in the tentative schedule that COP 1 be divided into two segments.

At the end of its meeting, the Committee agreed to adopt the provisional guidelines for the presentation of initial reports by States parties.

Provisional calendar of conferences and meetings for 2007

Any of the present rules may be suspended by a decision of the Committee taken by a two thirds majority of the members present and voting, provided such suspension is not inconsistent with the provisions of the Convention and is restricted to the circumstances of the particular situation requiring the suspension.

321. The Committee observes that article 4 is being misinterpreted and that no distinction is being made between protective measures and the definitions of affirmative temporary special measures contemplated in the Convention.

Rule 3 of the draft rules of procedure being applied states that sessions of the Conference of the Parties shall take place at the seat of the secretariat, unless the Conference of the Parties decides otherwise or other appropriate arrangements are made by the secretariat in consultation with the Parties .

It stresses the importance of respect for the moratoriums on nuclear tests and of the convening of conferences in order to facilitate the entry into force of the Treaty.

Those provisions of this Treaty that do not conflict with the legislation of the Contracting Parties and their international obligations shall be applied provisionally as from 1 January 1999.
