The Committee is equally concerned by the lack of a minimum wage guaranteed by law.

(a) Adjustment of the SMIG and SMAG

This resolution addresses phase II of the security enhancement projects of H MOSS.

217. In respect of social security, an act promulgated on 16 July 1987 includes housewives and mothers in the social security scheme, to which end they must contribute 5 per cent of the minimum wage every month.

Law provided the framework under which democratic institutions operated and tempered democratic rule by ensuring minimum guarantees for human rights and fundamental freedoms.

6. On this basis, the Jamahiriya has adopted those principles, which it regards as the minimum guarantees that must be provided in order to safeguard basic human rights.

The basic guarantee for its payment is contained in article 245, paragraph 1, of the Labour Code, which reads as follows A worker or an employee is guaranteed, provided they duly and faithfully implement their labour obligations, the payment of a monthly remuneration to the amount of the minimum monthly wage valid for the whole of the country .

308. Although it notes that collective agreements in some sectors of professional activity contain provisions for the determination of minimum wages, the Committee is concerned that no minimum wage is guaranteed by law.

In 2000, from 1 July till 31 December (for six months), 20 local governments participated in the pilot project on the implementation of the guaranteed minimum income level benefit.

In most countries, a basic social protection floor which can help countries to mitigate the negative effects of shocks and prevent people from falling deeper into poverty is affordable. B. Constitutional and legislative guarantees

Liberalizing economic relations inevitably leads to reducing social security and living standards of the people.

The US applies a widespread system of combined MFN and tariff quota rates in this area, together with safeguards consisting of additional duties which rise progressively, if import prices are below a certain threshold.

Productive and decent employment is the most powerful lever to ensure the stability of social security during demographic change and to enhance social security coverage.
