22. Article 23 states that employment, in all its aspects, shall be given priority attention by the State, which shall provide special protection for working mothers, minors and disabled persons.

This includes minors who are without any adult care, minors who are entirely on their own, minors who are with minor siblings but who, as a group, are unsupported by any adult responsible for them, and minors who are with informal foster families.

By 1994, the percentage had decreased to less than 15 per cent.10 In 1966, the agricultural sector provided employment for 55,000, or 43 per cent of total employment, whereas in the period 1980 1985, there were 40,000 employed in the agricultural sector, comprising 24 per cent of those Palestinians employed.11 In 1993, the percentage of employed persons working in agriculture was 22 per cent.12

All these have been well received by children and their parents.

In the case of the persons concerned, the Act provides for minors to be issued with an identification paper and adults with the citizen apos s identity card.

Young people need to be integrated as productive members into society through employment and vocational training.

In 1992, of the total number of around 226,000 such juveniles, 48 per cent worked in industry, 20.8 per cent in trade and 12.5 per cent in construction.

The person holding custody has the obligation to take care of the minor and make decisions in matters relating to the minor on the basis of the child apos s best interest and needs.

People are not really unemployed, but they are underemployed 64 per cent of adults fall into that category.

More recently, the Spring Buds Fund for Practical Technical Training has been established to provide cultural education and vocational training to girls in disadvantaged areas.

The Committee is concerned about trafficking in minors, especially indigenous minors.
