The forest ecosystem and forest resources

Within an informal setting, initiatives have covered an array of discussion topics extending from institutional and legal options on forests, the application of the principles of sustainable forest management, and social and gender aspects, to forest economic perspectives and environmental considerations.

In considering economic aspects of forests, the third session of the UNFF concluded that new efforts have to be made in relation to the development of new markets for environmental services, as an important component of sustainable forest management (SFM) in line with pertinent IPF IFF proposals for action, and encouraged members of the Collaborative Partnership on Forests (CFP) to develop and continue work on environmental services and potential markets.

In addition, considerable efforts are being made to improve natural forest management and recover forest loss through the Forestry Incentives Programme of the National Forestry Institute (INAB).

The regional offices of FDA are open, but staff complain about the lack of transportation, which hinders their ability to manage the forests.

The alarming rate of deforestation continues to warrant international attention and there is a need to renew the pledge to combat deforestation, restoring the forest functions in degraded landscapes and improve the livelihoods of poor people living in and around forests worldwide.

For example, during 1997 and 1998, together with the United Nations Environment Programme (UNEP), several Governments and local communities organized seven regional workshops on the problematique of underlying causes of deforestation and forest degradation.

Such statements should clarify the significance of forests and the forest sector for reducing poverty, contributing to national economic growth and conserving key environmental services and values.

IPF and IFF agreed on over 270 proposals for action for sustainable forest management.

There are clear linkages between decentralization processes and efforts of countries to achieve the goal of sustainable forest management as set out by the Rio Forest Principles and by actions agreed upon subsequently in the post UNCED process under the Intergovernmental Panel on Forests, Intergovernmental Forum on Forests, and now the United Nations Forum on Forests (UNFF).

Among contributing factors identified by Governments during the discussion to help diminish adverse effect on forests by decisions taken outside the forest sector was the need for closer collaboration with other ministries, including ministries of agriculture and environment, in order to advance sustainable forest management and forest restoration.
