The European Parliament will organize, through the Committee on Employment and Social Affairs and in association with the European Commission, a conference on the theme Senior citizens in the twenty first century , with the participation of members of senior citizens organizations from all member States of the European Union.

Political leaders are, of course, to blame for filing away these and other European ideas in the archives. But the blame must also be shared with the entire European political class, civil society institutions, and the media.

The future of Europe is in the hands of its democracies, in the hands of Europe s people. Our fellow citizens will decide the direction Europe is to take.

The Framework Convention for the Protection of National Minorities, adopted by the Council of Europe in 1994.

The Committee notes with appreciation the State party s intention to ratify the European Framework Convention for the Protection of National Minorities as well as the European Charter on Regional and Minority Languages.

It co organized the seminar Europe , together with the Ministry of Public Order.

Areas of cooperation with the Council of Europe now cover, inter alia, citizenship, registration of citizens and freedom of movement, legislation on non governmental organizations, refugee legislation and the implementation of the European Convention on Human Rights on questions related to refugees and asylum.

Furthermore, aware of the European Social Charter and the Community Charter on Basic Social Rights of Workers, it defines aims in the field of basic social rights.

In addition, several multilateral agreements are applied, such as the 1997 United Nations Economic Commission for Europe (UNECE) Convention on Environmental Impact Assessment in a Transboundary Context, the 1992 UNECE Convention on the Protection and Use of Transboundary Watercourses and International Lakes and the 1980 European Outline Convention on Transfrontier Cooperation between Territorial Communities or Authorities.

24. As the European Social Charter is less well known than the European Convention on Human Rights, the Council of Europe felt it would be useful, before making comments, to describe this instrument briefly and then present it in greater detail.

Finally, Europe has to decide how serious it is about all the admirable stuff in the Barcelona Process on pluralism, civil society, the rule of law, and democracy.

MUNICH In blatant violation of the Maastricht Treaty, the European Commission has come forward with one bailout plan after another for Europe s distressed economies. Now it wants to socialize not only government debt by introducing Eurobonds, but also banking debt by proclaiming a banking union.

Europe should stand with Iran's civil society, and the European Parliament has already paid tribute to the courage of all those Iranian men and women who are defending their basic freedoms and democratic principles. The following intergovernmental organizations and United Nations specialized agencies submitted reports and information the Council of Europe and in particular the European Court of Human Rights, the European Commission, the Office for Democratic Institutions and Human Rights of the Organization for Security and Cooperation in Europe (OSCE) and the Office of the United Nations High Commissioner for Refugees.

ECSWPR European Centre for Social Welfare Policy and Research

Equality and social cohesion form the backbone of liberty, justice, and security for European cities. This is why Europe s mayors call upon European institutions to focus on social cohesion with the same commitment that has been invested until now in asylum and border controls.

In the aftermath of the French and Dutch referenda, the European Commission and the European Parliament have sketched plans for a Europe wide debate on these issues. But such a debate also demands an organizational framework to engage European civil society, national parliaments, and pan European mass media.

On the basis of the case law of the Committee of Independent Experts set up under article 25 of the European Social Charter, article 7, paragraph 2, has recently been amended in the revised European Social Charter, which was opened for signature on 3 May 1996.
