The latter is the case in most of the multinational financial institutions like the World Bank Group, the African Development Bank, the European Investment Bank (EIB) and the International Fund for Agricultural Development (IFAD).

My proposal is to use the European Financial Stability Facility (EFSF) and the European Stability Mechanism (ESM) to insure the European Central Bank against the solvency risk on any newly issued Italian or Spanish treasury bills that it may buy from commercial banks. This would allow the European Banking Authority to treat these various T bills as the equivalent of cash, because they could be sold to the ECB at any time.

It will involve a broad range of partners, including the African Development Bank the Asian Development Bank the Inter American Development Bank the Japan International Cooperation Agency and the United Nations Industrial Development Organization, as well as the UNDP regional bureaux.

The G20 has led the way on the international level. Cooperation and coordination of this kind and at this level were unattainable during earlier financial crises.

The IMF, the World Bank, and other international financial institutions, such as the European Investment Bank and the European Bank for Reconstruction and Development, as well as the European Central Bank and the European Commission, have worked together to stabilize the situation. The G20 has led the way on the international level.

In Europe, banks supply roughly 70 of the credit to European economies, compared to 30 in the US. But many European banks are over leveraged zombies, kept alive by emergency public infusions of liquidity.

The impact is particularly vivid in trade finance, where European banks have been major participants in Asia. Now they are in rapid retreat from that market, creating a worrying gap that Asian banks are seeking to fill.

It must ensure that national interests do not undermine the integrity of the cross border bank groups. Ultimately, we need a Europe wide deposit insurance and bank resolution authority that can take over and restructure failed banks.

In addition, the Commission emphasized the importance of coordination with organizations with interest and expertise in the field of secured transactions law, such as Unidroit, the Hague Conference on Private International Law, the World Bank, the International Monetary Fund, EBRD and the Asian Development Bank.

UNODC was also commended for providing support and coordination in both prevention and law enforcement assistance to Member States, including through its partnership with other international entities, such as the World Bank, the United Nations Industrial Development Organization, the European Commission and the Inter American Development Bank.

Participation of the European Commission, the World Bank and the European Bank for Reconstruction and Development in the project group meetings also helps to ensure consistent approaches and avoid duplication of efforts.

But Europe s policymakers claim to be making progress toward a so called banking union, which means collective banking supervision, rather than a merger of banks themselves. In September, the European Commission announced a plan to make the European Central Bank the supervisor of all 6,000 of Europe s banks.

This money should be loaned out to small and medium size enterprises, which are the lifeblood of Europe s economy. The EU also needs common initiatives to replace piece meal bilateral agreements on tax evasion and tax havens, which undermine the goal of a fair society.

But, in the second half of 2011, the eurozone based parent banks that dominate emerging Europe s banking sector came under renewed pressure to deleverage. Many are now radically changing their business models to reduce risk.

If savers in Portuguese banks start moving their money to Germany, the ECB will recycle these euros back to Portugal through interbank deposits. Again, there is no limit to how much money the ECB can recycle, provided Portuguese banks remain solvent which they will, so long as the ECB continues to buy Portuguese government bonds.

Currently the Republic of China is contributing capital to regional development programmes through institutions such as the Asian Development Bank, the Central American Bank for Economic Integration, the Inter American Development Bank and the European Bank for Reconstruction and Development.

Now that the European Banking Authority has finally issued new prudential rules, they can get about the business of raising the capital they need as a buffer against losses. Société Générale has moved in this direction, but few other banks have followed so far.

The ESM, supported by the ECB, could become a European version of the International Monetary Fund, and the new funds in the European budget could become, with support from the European Investment Bank, Europe s World Bank. All of this will take time, but there is some movement in the right direction.

The EIB should expand its lending. There need to be increased funds available to support small and medium size enterprises the main source of job creation in all economies which is especially important, given that credit contraction by banks hits these enterprises especially hard.

In 1990, amendments were made in the context of implementing the directive of the European Union on accounting in the banking sector in German law.

How might these laudable objectives be achieved? The European Commission has argued that a fully fledged banking union would need to rest on four pillars a single deposit protection scheme covering all EU (or eurozone) banks a common resolution authority and common resolution fund, at least for systemically important and cross border banks a single European supervisor for the same banks and a uniform rule book for prudential supervision of all banks in Europe.
