5. It was during the Malta Euro Mediterranean Conference that the Government of Malta proposed the establishment of a Euro Mediterranean parliamentary partnership.

The EMP evolved in 2004 into the European Neighborhood Policy framework, and in 2007, the European Neighborhood Policy Instrument (ENPI) replaced MEDA as the EU s main financing mechanism for Euro Mediterranean policy. In October 1997, the CRTS is organizing at Rabat, in association with EURISY, the Council of Europe, the European Commission, the European Space Agency and other European national space agencies, a symposium on quot space technologies for major risks quot in the European and Mediterranean region.

Various forms of regional and subregional cooperation in Europe and in the Mediterranean basin were vital for complying with the spirit and recommendations of the United Nations Conference on Environment and Development.

Under the Euro Mediterranean agreements, obligations similar to those under the Europe agreements, except in respect of the requirement to align competition rules, have been extended to trade between the European Union and several Mediterranean countries.

It is Malta s hope that such a proposal will meet the general acceptance of the partners in the Euro Mediterranean dialogue.

However, the competition policy provisions of these RTAs (like those of most of the other RTAs reviewed below) have not so far been fleshed out through decisions of the councils set up to administer them Like the Euro Mediterranean agreements, the European Union South Africa agreement applies to RBPs only insofar as they may affect trade between the parties.

4. African, Caribbean and Pacific Group of States (ACP) European Community (EC) Organization of African Unity (OAU) Ministerial Conference of West and Central African States on Maritime Transport (MINCONMAR) and World Customs Organization (WCO).

The Malta meeting took a number of decisions in the hope that the first Euro Mediterranean Parliamentary Forum could lead to more substantive decisions concerning the future of the Forum.

It has established close working relationships at all levels with the European Commission, the Council and Parliament with a view to designing joint initiatives and information products.

With regard to security in the Euro Mediterranean area, I would point out that, in the Barcelona Declaration of November 1995, the European Union and 12 countries of the southern and eastern Mediterranean undertook to promote and strengthen the peace, stability and security of the area.

Inasmuch as Europe Eastern and Western has been the main partner with Egypt in trade transactions, tourist flows and cultural interactions, so has Egypt been and will continue to be a major active party in ensuring stability and regulating a veritable interaction between the European dimension of Mediterranean security and the Mediterranean dimension of European security, in the full meaning of the comprehensive concept of contemporary security.

The European Parliament,

ITA provided support to the actions of the Economic Commission for Europe (ECE) and the Economic Commission for Africa (ECA) and support to the actions for promoting the underground alternative of the Strait of Gibraltar crossing.

These objectives were reaffirmed in the conclusions adopted by the Foreign Ministers at the second Euro Mediterranean ministerial conference, held in Malta in April 1997.

That Library received the Anna Lindh Euro Mediterranean Foundation award, whose goals include projecting the common heritage of the Mediterranean region by strengthening links and dialogue between the north and the south of the Mediterranean Sea.
