The oral proceedings of the Tribunal shall be held in public unless the Tribunal decides that exceptional circumstances require that they be held in private.

Elections for ad litem judges at the International Tribunal were last held in 2001.

There were no elections for membership of the Tribunal in 2005.

The first election of members of the Tribunal by the Meeting of States Parties was held on 1 August 1996.

57. The President and other members of the Administrative Tribunal, in a meeting held on 21 October 1996 with the Legal Counsel, addressed the issue of honorariums.

The Tribunal held two sessions devoted essentially to legal matters having a bearing on the judicial work of the Tribunal and other organizational and administrative matters.

(b) Given the similar nature of the election of judges of the International Court of Justice and the election of judges of the International Tribunal, it was decided at the time of the previous elections of judges in 1993, 1997, 1998 and 2001 to follow similar election procedures in the General Assembly.

Criminal trials are normally in open court and rules of evidence are vigorously applied (however, the court may sit in camera in certain cases such as those involving juveniles).

(b) Given the similar nature of the election of judges of the International Court of Justice and the election of judges of the International Tribunal, it was decided at the time of the previous elections of judges in 1993 and 1997 to follow similar election procedures in the General Assembly.

Training workshops have been conducted for prosecutors and county attorneys and for 70 clerks of the Supreme Court, circuit courts and specialized courts, while post training assessments of prosecutors are being carried out in the courts.

The court is the same as election.

Training workshops for circuit court judges, magistrates and justices of the peace will be conducted following the appointments of judicial nominees.

France stated, by way of example, that there was no right to a review of verdicts of the Assize Court, or, in some cases, of the decisions rendered by the police court.

The Tribunal normally holds two sessions each year one in Geneva and one in New York.

We are beginning to draw the first ad litem Judges to complete our benches, as necessary.

The Tribunal decided to hold its nineteenth session from 7 to 18 March 2005 to deal with legal matters having a bearing on the judicial work of the Tribunal and other organizational and administrative matters.

The Secretary General suggests that these precedents be followed and that rule 151 of the rules of procedure of the General Assembly be applied to the election of judges of the third Trial Chamber of the International Tribunal.

However, no progress was registered on the formulation of key legislation for the establishment of the High Administrative Tax and Audit Court, as mandated by the Constitution, or on the drafting of the electoral law for the parliamentary elections scheduled to be held in 2007.

Oral statements were made by representatives of the parties at four public sittings held on 6 and 7 December 2004.

At its third plenary session, held in Paris on 20 December 1951, the Administrative Tribunal decided to submit a note each year to the President of the General Assembly.

39. Since its establishment, the Administrative Tribunal has held one session a year at Geneva, in spring or summer, and one session in New York, in autumn. It has on occasion held an extraordinary session.

Also, the Tribunal's Outreach office held a series of conferences entitled Bridging the Gap Between the ICTY and Communities in Bosnia and Herzegovina .

In the course of 2005, the Tribunal held its nineteenth and twentieth sessions, which were devoted to legal and judicial matters, as well as administrative and organizational issues.

10. The list of candidates for judges and the procedure of the election of the judges of the Trial Chambers of the International Tribunal for Rwanda are set out below.

The sixth Moot is to be held in Vienna from 26 March to 1 April 1999.

On 1 October 2005, I was elected President of the Tribunal for a three year term and the Tribunal elected Judge Joseph Akl of Lebanon as Vice President and Judge Hugo Caminos of Argentina as President of the Seabed Disputes Chamber.
