The Pacific is the largest ocean in the world.

Accordingly the maritime delimitation is without prejudice to and does not affect the rights and legitimate interests of Cambodia in the area in question and Cambodia totally reserves its position in relation to any existing maritime delimitation in that part of the Gulf of Thailand or to be made in the future without the agreement of the Government of Cambodia. UNEP Regional Seas Programme

Pursuant to General Assembly resolution 59 24, the Division for Ocean Affairs and the Law of the Sea has continued its capacity building efforts aimed at providing training courses to technical and administrative staff of developing coastal States regarding the delineation of the outer limits of the continental shelf beyond 200 nautical miles and the preparation of submissions to the Commission on the Limits of the Continental Shelf in conformity with the provisions of article 76 of UNCLOS.

ICSU, UNEP, IOC and WMO continue to cooperate closely in the development, planning and implementation of the Global Ocean Observing System (GOOS).

We also commend the initiative of the Division for Ocean Affairs and the Law of the Sea of convening a series of workshops in various regions to disseminate manuals and technical guidelines for delineation of the outer limits of the continental shelf of coastal States.

Marine litter (e.g. discarded fishing gear) could be one issue for strengthened cooperation between the FAO Regional Fishery Bodies and the UNEP Regional Seas Programme in various parts of the world.

I. Submission by a coastal State

A recent study of 83 MPAs worldwide found that conserving 20 30 per cent of the world's oceans would cost between 5 19 billion annually and would create about 1 million new jobs to manage and protect them.

France has protested the limits of the fisheries protection zone established by Spain in the Mediterranean Sea. (The text of the protest will be published in Law of the Sea Bulletin No. 38).

The implementation of cooperation plans to protect the Mediterranean environment, both coastal and marine, is therefore a priority.

The present document is submitted late because it was received after the deadline established by the Documents Management Section.

Keeping that in mind, Mexico has continued to provide financial resources to the assistance fund of the Caribbean Conference on Maritime Delimitation.
