I refer specifically to the existence of the Group of Eastern European States.

Provisions relating to specific categories of succession of States

Thus, treaty bodies can only monitor practices of States regarding certain rights or certain categories of persons.

26. The Special Rapporteur wishes to stress that the choice of countries to visit may be made in various ways at the initiative of the Special Rapporteur, of the Commission on Human Rights and or the General Assembly or of States.

That practice was especially unfair in the case of her country, which had acceded to more United Nations conventions than some of the States pointing the finger of accusation.

In particular, the guidance document for designated national authorities and the guide on how to become a Party to the Rotterdam Convention both need to be updated to reflect experience gained and feedback from countries.

As reaffirmed at Monterrey, the specific allocation of 0.15 to 0.2 per cent of the GDP of developed countries must be earmarked for official development assistance to least developed countries.

The Hyogo Framework specifically calls for the establishment or strengthening of national platforms for disaster risk reduction, anchored to existing national systems, to review, coordinate, guide and support the national commitments.

5. Experts noted that some developing countries, particularly least developed countries, need to develop their markets, greater stability and enhanced skills to attract foreign investors.

The present decision guidance document was communicated to the Designated National Authorities on xxxx in accordance with Articles 7 and 10 of the Rotterdam Convention.

Key indicators, augmented by policy oriented national and sub national level indicators specific to the different regions, and other relevant information, are to be used for assessing progress in implementing the Habitat Agenda.

A special ministerial committee also undertook periodic reviews of the guidelines.

The Council stresses the need to pay special attention to those critical issues that have direct bearing on efforts to enhance peace, stability and democratic governance in West African countries.
