Regular budget cash flow projection

The process of projecting is much more volatile than is the case with regular budget cash.

This projection reflects a projected negative cash position of 247 million for the regular budget and positive balances of 775 million for peacekeeping.

The projected budgets for 2005 2009 showed that more funding was sorely needed to meet the objectives.

Despite the inherent difficulty of forecasting over longer periods, the Secretariat had for the first time attempted to forecast regular budget cash at the end of the year 1998.

25. Three key assumptions underlie this peacekeeping cash projection.

Treasury is in the process of implementing a cash management tool which will facilitate the forecasting of cash outflows in an accurate and timely manner.

The Board recommends that cash flow forecasting statements be prepared and effectively used as a tool for cash management.

26. As concerns the combined cash position, it is now projected that the end of 1998 will see a further increase in the percentage of peacekeeping cash that must be cross borrowed by the regular budget to offset the cash deficit in that account.

This projection would be one more in a series of declining year end combined cash balances.

In June, it had been forecast that cash income in 1997 would be about 235 million.

According to our company's internal prediction, in the coming five years, we will still maintain a strong cash flow. Therefore, JD.com Group is not short of cash.

This projection was also accomplished.

2. In that report it was stated that the end of year cash flow forecasts were based on certain standard practices.

The projected deficit in the regular budget of 272 million at the end of 1997 added one more year to a pattern of cash deficits.

37. In regard to cash management at the United Nations Office at Nairobi, the Board recommended, in paragraph 50, that cash flow forecasting statements be prepared and effectively used as a tool for cash management.

Tables 4, 5 and 6 in annex III show the anticipated effect of movements in non cash assets and liabilities on the year end cash balances.

21. As to the combined cash position projected for the end of the year, the overall picture is very clear.

The treasury information systems would address automation of bank reconciliations, cash forecasting, foreign exchange revaluation and cash and investment accounting.

Based on these projections, total combined regular budget and peacekeeping cash may fall as low as 528 million by the end of 1998.

It must be stressed, however, that cash flow projections are particularly difficult to make for peacekeeping.

It is projected that at the end of 1998 combined cash will total 528 million, down from 728 million in 1995.

With a projected 2004 year end fund balance at 9.21 million, the year end fund balance for 2005 is projected to reach 12.12 million.

Committing to pledge funding in a more predictable manner

In paragraph 267 of the report, UNDP agreed with the Board's recommendation that it prepare, monitor and evaluate short term projected cash flows for all country offices, in each currency, in an improved manner in order to anticipate future funding or investment requirements.

Accordingly, the previous year end projection of cash available for regular budget purposes has been revised from the original forecast of a negative 247 million to a negative 50 million.

As a result, based on the projected ending fund balance for 2004 of 9.21 million, the total 2005 year end cumulative fund balance is projected at 12.12 million.

One delegation stated that budgets should be based on realistic income projections.

For both of these indicators, the ADB gives forecast of 4.2 and 7 , while that of the World Bank were 4.8 and 7.5 , and that of the International Monetary Fund was 3.4 and 8.2 .

So, what alternative does the market see? And why is it so different from the possible scenarios that international financial economists see?

Currently, actual and projected availability of funds (including the 1997 carry over) is thus 875.7 million or 45.8 million short of projected total needs.

The most predictable aspect of the Fund is that revenues will fall short of needs.
