Women have the right to decide the questions of how many children to have and what the spacing between births will be, as well as to receive family planning information and services.

Female workers on maternity leave, no matter how many births they have given, are entitled to natal allowance.

In that connection, yet another achievement is the passage of the law on the reproductive rights of citizens and the guarantees of their exercise. It makes provision for the possibility of surrogate motherhood, governs the legal relations between the surrogate mother and the potential parents, and specifies the rights and obligations of the parties.

Islam gives women these rights and encourages family planning and the spacing of pregnancies.

While recognizing family planning is essential, the Cairo Programme of Action says it should be delivered through a broader reproductive health and rights approach, together with investment in programmes to achieve gender equality, women's empowerment, human rights, and poverty alleviation.

Furthermore, the constitution explicitly mentioned women s equal rights in the areas of education, family planning, nationality, employment, wages and political participation.

We must renew our commitment of universal access to reproductive health care by 2015 and give more focus to sexual and reproductive health care and rights.

At the same time, it is crucial that women enjoy total reproductive autonomy and sexual sovereignty. This can be achieved only with the provision of universal and unfettered access to reproductive and other relevant health care services.

For instance, implementation of the Programme of Action would lead to both the empowerment of women in all spheres of life and a greater involvement of men in the exercise of reproductive rights and responsibilities.
