Normally civil proceedings are instituted by writ of summons, petition or notice of motion.

3. In the event that the recommendations made by the joint body and accepted by the Secretary General are unfavourable to the applicant, and insofar as this is the case, the application shall be receivable, unless the joint body unanimously considers that it is frivolous.

2.4 The complainant submitted an application for asylum in Switzerland on 27 September 1999.

The claims concerned separate administrative decisions on the respective party's application for full exemption from the CKREE tuition.

2.2 On 19 June 2001, the Swedish Migration Board dismissed the complainant's asylum application.

Since the complainant had made the request without the assistance of counsel, he was unable to appeal the decision to the Refugee Appeals Commission.

2.5 On 18 December 2001, the Government rejected the asylum applications of the complainant and of his wife.

The complainants then decided to request leave to apply for a judicial review of the decision of the Refugee Determination Division.

He also pointed out that the committee or the Appeals Panel did not respond to the Mission's written requests for clarification.

4. The Tribunal shall not be competent, however, to deal with any applications where the cause of complaint arose prior to 1 January 1950.

2.9 On 14 February 2001, the complainant entered Sweden, and requested asylum on the same day.

The State party argues that the complainant must plainly have stated his religion in order to obtain the passport.

They did not apply for exemption from the normal application of the Immigration Act on humanitarian grounds.

4.3 With regard to the complainant's argument that such an appeal did not suspend the deportation order, the State party maintained that the complainant had the option of applying to the interim relief judge of the Administrative Court of Appeal for suspension of the order.

4.11 Lastly, the State party argues that the complainant may apply for permanent residence on humanitarian grounds.

According to the complainant, she had subsequently been informed by the lawyer that the petition had been lodged.

They plow it right back into filing more troll lawsuits.

Section 26A of the Legal Aid Ordinance provides that a legal aid applicant who has been refused legal aid for an appeal to the Court of Final Appeal may seek a review of such refusal.

Seventy per cent of complainants considered their claims properly addressed, 78 per cent considered the process fair and 87 per cent indicated they would use it again.

Had their application been turned down, the complainants could have requested leave to apply for judicial review of the decision.

2.3 The author lodged an amparo application before the Constitutional Court, which was rejected on 29 January 1997.

He thus reiterates the complaints made previously.
