There is surely no worthier goal.

III. ASSESSMENT OF PROGRESS MADE IN ACHIEVING THE MANDATED OBJECTIVES INDEPENDENCE, IMPARTIALITY

That would be followed by a discussion on criteria for the evaluation of goal 8, and how these could be enhanced from the perspective of the right to development.

However, according to a recently concluded programme evaluation, these goals were still far from being achieved.

The scene of that demonstration was to be Kheros itself of no military value, but only miles off the coast of Turkey.

Analysis of the MDG indicators shows that the country has made some progress towards achieving those indicators in recent years.

It was noted that the aim of the provisions was that competition would be unrestricted, so the provisions governing tender proceedings would be followed, save that the bids submitted, and their evaluation, would be initial .

The evaluation modalities vary somewhat from project to project depending on the particular objectives, activities and circumstances.

Intentional targeting of civilians is prohibited, as is an attack on military targets in the knowledge that there will be clearly excessive harm relative to the value of the military target. As one would expect, there is no criterion, not even a theory, for determining when the use of force carries an excessive cost to civilian bystanders.

III. ASSESSMENT OF PROGRESS MADE IN ACHIEVING THE MANDATED

The notion of integrating asset price concerns into inflation targeting remains a source of significant controversy, with opponents citing the Tinbergen Principle if policymakers have one instrument, the interest rate, they can pursue only one objective, price stability. Attempts to pursue multiple objectives, the logic goes, would confuse financial markets and private sector agents.

The framework also describes strategic objectives, concrete actions and expected outputs, as well as the responsibilities to be adopted by each institution for the selected outputs and indicators for monitoring and evaluation.

Economic policies do not have a value in themselves they need to be assessed in relation to their contribution to social objectives.

This suggests that, rather than viewing shareholder value and stakeholder value as mutually exclusive objectives, there are indications that the opposite is true, and that the two objectives are probably interdependent in the long run.
