Proposals have benefited from these strengthened arrangements and, in particular, the shortened planning period has allowed objectives, expected accomplishments and indicators of achievement in the budget to be in strict conformity with the biennial programme plan.

Views were expressed that priorities should be established also for the short term, in the context of the budget outline, to guide the allocation of resources in the programme budget.

The Committee believes that component 1, programme planning and budgeting, of the logical framework should include a reduction in the lead time in the budget preparation cycle as an expected accomplishment and the number of days required for the preparation as a performance measurement.

UNDCP follows a biennial budget cycle.

The funding gap for the regular budget amounted to 8.7 million and the projects budget experienced a shortfall of 23 million.

The total shortfall for the revised budget is approximately 22 million.

Projected resource requirements for 2005 2007 reveal a 50 per cent shortfall (and at times higher in some African subregions) in collected extrabudgetary funds.

SBS also suffered from tight budget constraints and staff shortages.

For subsequent budget periods, allowed emissions for each Annex Party shall be set in a similar fashion to paragraph 117.2, although the percentage of base emissions allowed, and potentially the length of the budget period, could differ.

Similarly, the provision of government funded support services to enterprises may compromise, at least temporarily, budgetary discipline.

It is expected that this trend towards shorter trials will continue.

Accordingly, the previous year end projection of cash available for regular budget purposes has been revised from the original forecast of a negative 247 million to a negative 50 million.

At that time, it had been projected that there would be a shortfall of about 40 million in the regular budget by the end of the year.

Those innovations are expected to improve short and long range weather forecasting services.

Figures 9 and 10 below show the expected sources of funding of the Agency's total budget volume for the years 2006 and 2007 respectively, including both the regular and projects budgets.
