Religious minorities may also require different types or contexts of participation than ethnic or national minorities.

The question has been raised as to whether special measures in favour of national or ethnic, religious or linguistic minorities constitute a distinction in the enjoyment of human rights.

It will also examine the factors that increase women's vulnerability to violence, such as race, ethnicity, age or disability, as well as specific causes and consequences of such violence.

As these indicators may be present in States not moving towards violence or genocide, the assessment of their significance for the purpose of predicting genocide or violence against identifiable racial, ethnic or religious groups should be supplemented by consideration of the following subset of general indicators
