The guidelines should be circulated in a bulletin or administrative instruction, and programme managers should be held personally accountable for the proper implementation of the guidelines in accordance with the principles of resolution 51 243.

The alternatives offer a choice between standardized principles of administration and criteria based approaches.

The Standard Minimum Rules were later approved by the Economic and Social Council in its resolution 663 C (XXIV) of 31 July 1957 and extended by the Council by its resolution 2076 (LXII) of 13 May 1977, becoming a prototype for international models, standards, norms and guidelines on the administration of criminal justice.

The guidelines give particular attention to questions of management, accountability, support by the United Nations system, local capacities, financial management, monitoring and evaluation, and audit.

Therefore, it is proposed that the revolving component of the current Fund be retained and continue to operate using the same criteria as currently established.

With respect to management, UNHCR should continue to keep its role and standards under review.

In addition to the arrangements adopted by the General Assembly for the management of the Fund, referred to in paragraph 1 above, it is also subject to the Financial Regulations of the United Nations, the administrative procedures and principles applicable to the management of voluntary funds, the guidelines applicable to human rights assistance funds (see A 48 520, annex III) and the guidelines adopted by the Board of Trustees of the Fund, which the Board supplements each year if necessary.

The Ministers agreed to exercise rigorous port State control to verify compliance with the ISM Code.
