20. When release 3 of IMIS became operational on 1 April 1996, a conversion control account was introduced through which all data from the former general accounting system were posted to IMIS.

13. In order to address this issue, a thorough review of how receivables and payables are processed in IMIS was undertaken, on the basis of which a proposal for additional general ledger codes and corresponding posting rules in IMIS was made to ensure better management of receivables and payables.

Public officials may divert public money to their accounts or those of a partner.

There shall be established a Fund account to which all resources of the Fund shall be credited, from which all financial authorizations shall be made and against which all expenditure on behalf of the Fund shall be charged.

The Board was concerned that, although journal vouchers had been raised to support the entries in the conversion control accounts and adjustments had been made to rectify the incorrect classifications, there were insufficient details shown on most of the vouchers to provide a clear audit trail to confirm that the entries from the conversion control account were properly posted to the appropriate accounts in IMIS.
