The Conference of the Parties serving as the meeting of the Parties to the Protocol may agree by a three fourths majority vote of the Parties present and voting at the meeting to override the decision of the enforcement branch, in which event the Conference of the Parties serving as the meeting of the Parties to the Protocol shall refer the matter of the appeal back to the enforcement branch.

The Chair, or any other member designated by the Executive Board, shall represent the Board as necessary, including at sessions of the COP MOP.

Meetings of the Executive Board shall be open to attendance, as observers, by all Parties and by all UNFCCC accredited observers and stakeholders, except where otherwise decided by the Executive Board.

If a member, or an alternate member, of the Executive Board resigns or is otherwise unable to complete the assigned term of office or to perform the functions of that office, the Executive Board may decide, bearing in mind the proximity of the next session of the COP MOP, to appoint another member, or an alternate member, from the same constituency to replace the said member for the remainder of that member's mandate.

The recommendation by the Executive Board and the decision by the COP MOP on such a case shall be made public.

In the area of Mutual Administrative Assistance, the WCO Council has recently adopted an international Convention on Mutual Administrative Assistance in Customs Matters (Johannesburg Convention), which is now available for accession.

Designated operational entities shall be accountable to the COP MOP through the Executive Board and shall comply with the modalities and procedures in decision 17 CP.7, the present annex and relevant decisions of the COP MOP and the Executive Board.

The Executive Board may recommend to the COP MOP to suspend or withdraw the designation of a designated operational entity if it has carried out a review and found that the entity no longer meets the accreditation standards or applicable provisions in decisions of the COP MOP.

The Executive Secretary proposes that all meetings convened by the CDM Executive Board and the committees in addition to the ones mandated by the COP and COP MOP should be financed through supplementary funding.

X.15 The secretariat of the United Nations System Chief Executives Board for Coordination (CEB) is co located in Geneva and New York, with its headquarters in New York.

Options would include holding special sessions in New York or having specific subcomponents based in New York so as to better interface with the General Assembly, the Security Council and the Economic and Social Council.
