Accordingly, the floor ceiling rates used for the years 1996 and 1997 were 1.75 and 1.89 guilders per dollar, based on the average exchange rate of 1.68 guilders for 1995 and 1.68 guilders for 1996.

Expenditures for staff costs and maintenance of the premises mainly denominated in euros have been translated into United States dollars in April 2002 at an average euro to dollar exchange rate of 0,8636.

In early October 2004, during and immediately after the election of the Transitional Federal Government, the exchange rate of the illegal currency appreciated from 25,000 to 18,000 shillings to the United States dollar.

Expenditures actually incurred in 2003 increased by some 30 per cent, primarily as a result of exchange rate fluctuations, as the average euro to dollar exchange rate applied in 2003 increased from 0,836 in 2002 to 1,1876 in 2003.

The 500,000 savings from the financial year 2002 amounts to 378,500 on the basis of the United States dollar euro rate of 0.757 fixed by the United Nations for March 2005.

From May to mid September, the spot rate of Hong Kong dollars was close to 7.85 with exchange of 1 most of the time.

In response to the Board of Auditor's recommendation, a senior auditor position is being established in the Office of Internal Audit specializing in IT related audits, to be complemented by the use of consultancies for specific technical areas as needed.

The continuing weakness of the dollar against the euro has had a sizeable impact on the revised expenditure estimate for the current biennium.

The non post requirements of 429,300 provide for consultants and experts ( 100,000), travel of staff ( 210,400), external printing ( 20,000), substantive skills development ( 40,000) and other requirements related to the establishment of six new posts in the New York office, including general operating expenses ( 43,600), supplies and materials ( 1,200) and furniture and equipment ( 14,100).

The decrease in reserves and fund balances to 141.7 million at the end of 2004, compared with 171 million at the end of 2003, was attributable principally to the one off currency exchange gain of 41 million in 2003.
