As of now, Europe s Tobin tax proposals are not well targeted. Sound transactions would be taxed along with destabilizing, overnight financing of fragile financial institutions.

The large scale of modern infrastructure projects, complex financing techniques and the multiplicity of parties involved make infrastructure projects considerably more elaborate than traditional privately financed infrastructure projects.

Sometimes all of the above transactions and other possible forms of privately financed infrastructure projects are generally referred to with the acronym BOT .

A. Legal framework for privately financed infrastructure projects

Fiscal discipline remains essential, as are deep structural reforms. 58. His delegation welcomed the fact that the Commission had begun work on a legislative guide for privately financed infrastructure projects.

The Commission had also considered an initial draft of chapter II, quot Parties and phases of privately financed infrastructure projects quot (A CN.9 438 Add.2), which had contained general background information on the concept of project finance, the parties to a privately financed infrastructure project and the phases of their implementation.

II. PARTIES AND PHASES OF PRIVATELY FINANCED INFRASTRUCTURE PROJECTS

The designated commercial bank shall sign a customer trading settlement funds custody contract with the securities firm and its customer, setting forth matters such as the deposit and withdrawal, transfer and enquiries of the trading settlement funds, and shall open a general account of customer trading settlement funds for the securities firm according to the requirements of net amount settlement and delivery versus payment of securities trading.
