Building the proposed programme budget The baseline The baseline for the proposed core programme budget is derived from consolidating the key components of decision 16 CP.9, namely tables 1 (programme budget) and 2 (staffing table) for the programme budget 2004 2005, and tables 3 (expenditures) and 4 (staffing table) for the interim allocation of the Kyoto Protocol (2005), adapted to cover a biennium rather than only one year.
