23. The rehabilitation and social reintegration of drug offenders and drug abusing offenders is a fundamental tool in the prevention and control of illicit drug abuse and traffic.

In its efforts to fight illicit narcotic drugs, Myanmar cooperated with the United Nations Office on Drugs and Crime (UNODC).

Against this background, UNODC has made efforts to provide responses to illicit drugs, crime and terrorism that are integrated and synergistic.

It was felt that the establishment of the new Office for Drug Control and Crime Prevention should not detract from the priorities of drug control, and that the Commission on Narcotic Drugs and the Commission on Crime Prevention and Criminal Justice should retain their separate identities.

The report by the International Narcotics Control Board (INCB) demonstrated once again the extent to which trafficking in illicit drugs was linked to organized crime.

Her delegation appreciated the cooperation between the Commission on Narcotic Drugs and the Commission on Crime Prevention and Criminal Justice and fully supported the establishment of the new Office for Drug Control and Crime Prevention in Vienna.

The Advisory Committee notes that UNODC implements drug and crime programmes in an integrated manner for the United Nations International Drug Control Programme and the United Nations Crime Prevention and Criminal Justice Programme.

Recalling also the United Nations Convention against Transnational Organized Crime and the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances of 1988,

No proposals were submitted on comprehensive implementation of and follow up to the Durban Declaration and Programme of Action (agenda item 14 (f)).

And the prison is still short of medicines for prisoners.

16. A particularly frightening phenomenon is the increasing number of juveniles, in several cases pre adolescent children, particularly from inner cities, who are involved with criminal groups in the sale of illicit drugs.

Under section 14 (Crime control), it was proposed to reconstitute the Crime Prevention and Criminal Justice Division as the Centre for International Crime Prevention, which, together with the United Nations International Drug Control Programme, would form the new Office for Drug Control and Crime Prevention.

Requests the Executive Director of the United Nations Office on Drugs and Crime to keep the Commission on Narcotic Drugs informed of progress in implementing the present resolution.

23. Invites Member States to continue to share information on illicit synthetic drugs and other emerging substances of abuse with the United Nations Office on Drugs and Crime and the International Narcotics Control Board

Where possible, UNODC will continue to participate in those processes, emphasizing the importance of a sustained response to problems involving drug control, drug trafficking and organized crime.

29. Reaffirms its resolve to continue to strengthen the United Nations machinery for international drug control, in particular the Commission on Narcotic Drugs, the United Nations Office on Drugs and Crime and the International Narcotics Control Board, in order to enable them to fulfil their mandates

Recognizing the important role of the United Nations Office on Drugs and Crime in collecting and analysing relevant information on drug abuse and control, crime prevention and criminal justice,

Encourages the Commission on Narcotic Drugs, as the global coordinating body in international drug control and as the governing body of the drug programme of the United Nations Office on Drugs and Crime, and the International Narcotics Control Board to continue their useful work on the control of precursors and other chemicals used in the illicit manufacture of narcotic drugs and psychotropic substances

30. Encourages the Commission on Narcotic Drugs, as the global coordinating body in international drug control and as the governing body of the drug programme of the United Nations Office on Drugs and Crime, and the International Narcotics Control Board to continue their useful work on the control of precursors and other chemicals used in the illicit manufacture of narcotic drugs and psychotropic substances

Considering that it would be opportune to grant the Commission on Crime Prevention and Criminal Justice the same powers with respect to the United Nations Crime Prevention and Criminal Justice Fund as the Commission on Narcotic Drugs has with respect to the Fund of the United Nations International Drug Control Programme,

(a) The terms proceeds of crime , confiscation and property shall be understood as defined in article 2 of the United Nations Convention against Transnational Organized Crime and article 1 of the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances of 1988

Estonia suggested that the Tenth Congress should discuss questions such as the following organized crime (terrorism, corruption, money laundering, trafficking in narcotic drugs and psychotropic substances, trafficking in people) the suppression and prevention of crime and international cooperation in that area extradition, alternatives to imprisonment, probation and the rehabilitation and social reintegration of offenders and the treatment of young offenders.
