The Executive Council assists the Chief Executive in policy making.

Recommendation 4. The Consultative Committee on Administrative Questions of the Administrative Committee on Coordination should schedule meetings on important building management questions.

These initiatives have resulted in action by the high level meeting of the Consultative Committee on Administrative Questions (CCAQ) held on 9 February 1998, the Ad Hoc Inter Agency Meeting on Security held from 17 to 19 March 1998, and the Administrative Committee on Coordination (ACC), which met also in March 1998.

ACC Administrative Committee on Coordination (now CEB)

Together with the non official members of the Executive Council, they assist the Chief Executive in policy making.

They looked forward to the report on the outcome of the deliberations of the United Nations System Chief Executives Board for Coordination (CEB) on the implementation of the resolution.

On all other matters, the Governor is required to consult with and act on the advice of the Executive Council.

It proposed that the review group be appointed by the General Assembly, on the recommendation of the Secretary General in his capacity as Chairman of ACC, after consultation with concerned ACC members.

Recommendation 7. General policy framework, programme coordination and implementation

CEB members suggest a closer review of this recommendation.

When the agenda was proposed for adoption, should any change be suggested, both CCAQ and the staff representatives would be consulted

In that light, the Secretary General would recommend to ACC the participation of the Rector of the University in the relevant discussions in ACC.

The Administrative Committee on Coordination was currently considering the conclusions and recommendations of that meeting.

267. At its 8th and 9th meetings, on 4 June 1998, the Committee considered the annual overview report of the Administrative Committee on Coordination (ACC) for 1997 (E 1998 21).

It was noted that this was the figure that CCAQ had also recommended.

The fall 2005 session of CEB also endorsed the accord.

Inter agency consultation ad hoc meeting of the ACC Task Force on Basic Social Services for All on the five year review

CCAQ proposed that the Commission defer consideration of the substantive aspects of the issue until its summer session so that its secretariat, working in collaboration with the CCAQ secretariat and the ACC Inter Agency Committee on Women and Gender Equality, could provide further information.

The Chief Executive of the HKSAR is the head of the Region. The Executive Council assists him in policy making.

49. The issue of security for locally recruited staff was discussed extensively at the CCAQ high level meeting, the recommendations of which on this matter were endorsed by ACC.

Guidelines of ACC task forces and ACC guidance for the follow up to global conferences are useful tools for enhancing the efforts undertaken by United Nations country teams for conference implementation.

CEB members strongly support this recommendation.

Members of CEB point out that this recommendation is already being implemented.

Immediately after the last elections, the Government of Israel accepted the need to continue to advance the Oslo accords and has acted to implement them.

However, it cannot be a substitute either for a political agreement or for official legal action.

The Executive Director also participates fully in the work of the Administrative Committee on Coordination (ACC).

In addition, the chairmen of intergovernmental bodies should hold inter sessional consultations on organizational matters with the members.

As explained in Part I of this report (paragraphs 12 and 13), the Executive Council assists the Chief Executive in policy making.

CEB members suggest that this recommendation should be re examined and clarified.

Follow up action taken in connection with the above mentioned resolution is expected to be on the agenda of the CCAQ meeting scheduled for early 1999.
