Following the recommendation of the Committee for Programme and Coordination, the General Assembly adopted the plan in its resolution 51 219 of 18 December 1996.

General Assembly resolution A RES 59 250 firmly anchors management of the United Nations resident coordinator system with UNDP.

43. In 1995, the UNDP Executive Board, in its decisions 95 22 and 95 23 on the future of UNDP and on the successor programming arrangements of the 1997 1999 period, set aside 6 per cent of total UNDP allocation for resident coordinators to support the United Nations system and aid coordination.

Resident Coordinators could give guidance to developing countries in the preparation and execution of those plans.

The memorandum of understanding with UNDP calls for the preparation of a biennial action plan which will serve as the basis for collaboration and is to be reviewed by the executive heads biennially.

The drawing up of a separate calendar for the preparation of the plan is neither practical nor feasible.

6. Invites the Committee for Programme and Coordination to consider at its forty fifth session additional guidelines, if any, for the preparation of the plan outline

Taking note of the ongoing discussions regarding a Liberia Economic Governance Action Plan, designed to ensure prompt implementation of the Comprehensive Peace Agreement and to expedite the lifting of measures imposed by resolution 1521 (2003), and expressing its intention to consider, as appropriate, the Action Plan,

This compilation will mainly aim at identifying tools to assist in the preparation of national plans.
