The task force's mandate was renewed in Commission on Human Rights resolution 2005 4 upon recommendation of the Working Group at its sixth session.

The Board also recommended that the UNCTAD secretariat review the geographical and gender balance of its staff, and consider introducing systematically competitive selection for its staff under the 200 series of the Staff Rules.

Noting Commission on Human Rights resolution 1998 26, in which the Commission invited the Committee to give high priority to the preparatory process for the World Conference and to present to the Commission at its fifty fifth session and to the Preparatory Committee its contribution to the objectives of the Conference, including undertaking a series of studies, and to participate actively in the preparatory process and in the Conference itself,

No increase is requested in the travel requirements for the Chief Executive Officer or his staff to attend sessions of the United Nations Joint Staff Pension Board and to visit secretaries of local staff pension committees.

The Working Group of the Commission on Human Rights continues its work with the aim of submitting a final text to the Commission by its fifty fifth session.

Editorial board members also participated in the regional consultations as presenters, as rapporteurs, and working group members.

A senior UNCTAD staff member has been made available to the centre to help launch the United Nations Staff College.

62. With respect to the Working Group s proposal on linguistic balance in the secretariat, the Commission concurred that it was essential for international staff to be proficient in the working official languages of their organizations, and for ICSC secretariat staff to communicate with members of ICSC and with the representatives of the organizations and the staff.

The Mission had experienced high attrition rates and difficulties in attracting staff, and the recruitment of staff on temporary contracts, as recommended by the Advisory Committee, would only exacerbate that situation.

The rights, duties and obligations of staff representatives would be reviewed in the context of Article VIII of the Staff Regulations and Chapter 8 of the Staff Rules, which deal with staff relations, rather than under Article I of the Staff Regulations and Chapter 1 of the Staff Rules, which are to be amended by the text presently before the General Assembly.

F. Staff participation in the work of the Commission

During the past four years FAFICS has participated in all sessions of the United Nations Joint Staff Pension Board, the Standing Committee of the United Nations Joint Staff Pension Board as well as the several special Working Groups that were established by the UN Pension Board.

One Commission member recalled the good experience with the Working Group on the Consultative Process, and proposed that the group should be composed of 12 members, with the Commission, organizations and staff bodies numbering four members each, the latter represented by two members from each staff body another Commission member said he could go along with this proposal.

In 1995, AARP staff initiated the CONGO Finance Committee.
