Deflation discourages optimism about the future. Shifting the entire adjustment burden onto peripheral countries with current account deficits, while core countries continue to run surpluses, obstructs adjustment.

The Committee also recommends that the resulting adjusted unencumbered balance of 818,300 gross ( 616,700 net) should be credited to Member States.

It was also vital that countries with balance of payment surpluses recycle those surpluses in the form of untied loans and humanitarian aid to countries in the process of adjustment.

The eurozone is now running even larger ones, with swings in southern Europe augmenting Germany s longstanding surpluses. Indeed, countries from Singapore to Russia are running large surpluses.

Accordingly, as set forth in table 9 below, it is recommended that the awards for these claims be corrected.

Basic economic logic suggests that, in the longer term, the industrial countries as a group should be running current account surpluses and lending on net to the developing world, not the other way around.

7. The current budget surplus for 1997 is estimated at 42 million, a 60 per cent increase from the 26.2 million surplus in 1996.
