The resolution requests the Conference on Disarmament to re establish the Ad Hoc Committee on the Prevention of an Arms Race in Outer Space with a negotiating mandate with a (Mr. Campbell, Australia) view to conducting negotiations for the conclusion of an agreement to prevent an arms race in outer space in all its aspects.

The Conference cannot conduct its negotiations in a vacuum.

Four years ago the United Nations General Assembly highlighted the leading role of the Conference on Disarmament in negotiating an agreement to prevent the arms race in outer space.

For example, the CD should consider the negotiation of a legally binding instrument to prevent the weaponization of outer space.

During FY 1995, DoS held five rounds of negotiations between the existing partners and the Russian Federation on the Space Station Intergovernmental Agreement.

The draft resolution also urges States conducting activities in outer space to keep the Conference on Disarmament informed of the progress on bilateral and multilateral negotiations on this matter.

After having been in an impasse for a long time, these negotiations now have a genuine chance of being relaunched.

On the basis of the precepts of the 1966 Outer Space Treaty, we believe that it would be appropriate to negotiate a legally binding international instrument which would prohibit any deployment of weapons in outer space.

That is why, while promoting the prevention of an arms race in outer space, we also strongly support the establishment of measures of transparency and confidence which could be conducive or complementary to negotiations.

The prevention of an arms race in outer space is a priority matter for the Russian Federation at the Conference on Disarmament.

The United States Department of State (DoS) and the National Aeronautical and Space Administration (NASA) continued negotiations on the formal agreements relative to the International Space Station program.

A space weapons ban has of course long been a subject of discussion in the Conference on Disarmament, and Canada is committed to seeing the Conference re establish an ad hoc committee to consider the prevention of an arms race in outer space.

We are all aware that discussions and negotiations in the CD do not take place in a vacuum.

In that connection, General Assembly resolution 59 65 stipulates that the Conference on Disarmament, as the single multilateral disarmament negotiating forum, has the primary role in the negotiation of a multilateral agreement, or agreements, as appropriate, on the prevention of an arms race in outer space.

The view was expressed that the Committee could contribute to the work of the Conference on Disarmament on such legal matters as the definition and delimitation of outer space and the definition of space objects.

However, we must accept the fact that negotiation cannot begin in a vacuum.

Widening the scope of the next round of negotiations so that much more can be used as bargaining chips would make the job of the negotiators considerably harder. But it would also give them considerably more to work with.

It was fundamental to establish a distinct methodology and explore different negotiating spaces, in order to reach agreement as early as possible.

It is our hope that the Conference on Disarmament can use those documents as a basis for negotiating and concluding a new legal instrument on outer space.

In parallel, NASA continued negotiations with the Russian Space Agency (RSA) on a bilateral memorandum of understanding, as well as with the European, Japanese, and Canadian space agencies on amendments to their respective Space Station memoranda of understanding to reflect Russian involvement in the program and modifications to respective contributions by the partners.
