1(b). Privileges immunities of staff members

Privileges and immunities to locally recruited staff of the Centre will be accorded in accordance with the provisions laid down in the Convention on Immunities and Privileges of the United Nations of 1946.

Violations of parliamentary immunity

Commission members will have full immunity in the conduct of their work.

Staff of the secretariat have privileges and immunities worldwide.

The host Government provides or ensures access to facilities, public services, exemptions, inviolability of premises, immunity of personnel and property, etc.

Staff in those two categories should not be covered by the Secretary General apos s exemption.

2.6.3.2.3 Exemptions .

In any case where an issue arises regarding the application of these privileges and immunities, the staff member shall immediately report the matter to the Secretary General, who alone may decide whether such privileges and immunities exist and whether they shall be waived in accordance with the relevant instruments.

The Ministry first maintained that local staff members did not enjoy the immunity referred to above.

In response to the Permanent Representative apos s mentioning of diplomatic immunity, one of the police officers answered that only the Ambassador enjoyed diplomatic immunity, while the driver and the car were not covered by such immunity.

The Headquarters Agreement grants to officials and representatives to the COP the privileges and immunities granted to United Nations officials and representatives of Members to the United Nations under the General Convention.

The Secretary General firmly believes that the Convention on the Privileges and Immunities of the United Nations and the Convention on the Privileges and Immunities of the Specialized Agencies constitute a critical element in the protection of staff members and their dependants from arrest and detention.

In other words, the immunity is jurisdictional immunity from national courts.

The detention of UNRWA staff in violation of the privileges and immunities of United Nations personnel was a matter of particular concern.

Finally, the State party notes that the Committee did not object to a partial exemption scheme, nor supported the authors' claims for a full exemption.

In the view of UNRWA the charge is a tax from which United Nations agencies should be exempted by virtue of the immunity from taxation granted by the Convention on the Privileges and Immunities of the United Nations.

When the grounds on which the exemption was granted cease to exist, the Ministry of the Interior withdraws the exemption.

67. Conventions on the privileges and immunities of the United Nations and of the specialized agencies

The memorandum of understanding had addressed issues raised by the Joint Inspection Unit and the Advisory Committee, such as the parameters for volunteers' involvement in peacekeeping operations and their privileges and immunities, which were the same as those of other staff.

1(c). Privileges immunities of attendees at meetings and experts

In 1946, the General Assembly adopted the Convention on Privileges and Immunities of the United Nations (the General Convention), which establishes the detailed privileges and immunities needed by the United Nations.

To request Arab Member States that were previously granted exemptions by the Economic and Social Council to desist from applying those exemptions without restrictions or conditions

The Secretary General of the United Nations shall have the right and duty to waive the immunity of any official in any case in which, in his view, such immunity impedes the course of justice and may be waived without prejudice to the interests of the United Nations.

The Government has also objected to the status of locally recruited staff of UNMIS, and to the relevant privileges and immunities provided under the Convention on the Privileges and Immunities of the United Nations of 1946, from which the Government now wishes to deviate.

State immunity from measures of constraint

These agreements, even in the absence of a complete regime of privileges and immunities, would help provide privileges and immunities to members of constituted bodies.

The Jurisdictional Immunities Convention applies to the immunity of a State and its property from the jurisdiction of the courts of another State.

4. The Office, its staff, property, funds and assets shall enjoy the privileges and immunities specified in the present Agreement, as well as those provided for in the Convention, to which Colombia is a Party.
