Mr. Savchuk (Ukraine) said that the Secretary General's report on trade and development reflected the substantial growth in international trade in recent years, although not all countries were benefiting to the same extent from the multilateral trading system.

The issue is not free trade versus protectionism, but smart trade versus polarizing trade. Smart trade creates balanced development, while polarizing trade rewards a small circle of winners at the expense of the many.
