Hungary had concluded agreements on transboundary underground water resources with some of its neighbours.

The Parties recognize each other's right to the sustainable use of the water resources of the Spanish Portuguese hydrographic basins and their obligation to protect them and to implement, in their respective territories, measures to prevent, eliminate, mitigate and control transborder impacts.

19. The objective in this thematic area is to facilitate transboundary cooperation in the management of water, air and other shared environmental resources.

Management of transboundary water resources could be assisted through bilateral, regional or subregional arrangements, with support for capacity building from international financial and other institutions, using integrated water resource management as a reference.

Each transboundary aquifer or aquifer system was different, in both the scientific and social aspects, and there was no one solution for proper sharing of the resource.

It hoped that the current focus on transboundary groundwaters would be expanded to include other shared natural resources such as oil and gas.

Investigation and survey of dynamics, resources and quality of boundary waters

27. The UNU Centre is cooperating with UNU INWEH in the sustainable management of water resources, especially for international basins.

The country supported efforts to develop and improve cooperation on cross border waterways, and hoped that the Advisory Board on Water Resources and Sanitation recently established by the Secretary General would become an effective mechanism for addressing water resources management issues.

Interest was also expressed in transboundary cooperation in the management of natural resources.

Her delegation agreed with the Special Rapporteur that the principle of equitable utilization was viable only in the context of a shared resource, and that acceptance of the shared character of a transboundary aquifer among the aquifer States was not intended to internationalize or universalize transboundary aquifers.

Mr. Kiboino (Kenya) said that Kenya recognized the need for an international legal instrument on transboundary aquifers and aquifer systems and therefore welcomed the draft articles on shared natural resources.
