26. Transit transport facilitation referred to any set of measures which two or more countries could take to coordinate their transport infrastructure networks or technical standards for such infrastructure, harmonize traffic regulations and simplify customs and administrative procedures in order to speed up movement of traded goods across national borders.

Experts said that trade and transport facilitation must not exclude physical infrastructure.

This Transit Transport Framework Agreement outlines the regional transit transport cooperation arrangements including the development, maintenance and management of transport infrastructure and services and the harmonization of transit regulations and customs procedures and documentation.

Within the East African Community one of the main areas of cooperation was transport infrastructure.

Increasing globalization in production and consumption has placed greater demand on transportation infrastructures.

This will enable ports, transport operators and governments to use the existing infrastructure and transport capacities more efficiently, reduce delays and lower costs.

The Almaty Programme of Action stipulates that inadequate infrastructure is a major obstacle to establishing efficient transit transport systems.

Also, transit developing countries need technical and financial assistance in the development of their transit transport infrastructure facilities.
