The right to withdraw from the Treaty remains a sovereign right.

While each State Party has a sovereign right to withdraw from the Non Proliferation Treaty, the consequences of a withdrawal need to be clarified.

Brazil considers that the decision to withdraw from the NPT is a sovereign right that is widely recognized under international law.

This reflects the individual right of workers to withdraw from the trade union with or without reason.

In this connection, it should be recalled that, although the International Covenant on Economic, Social and Cultural Rights contemplates elements of progressiveness to guarantee the rights protected by the State, it also considers that regressive measures are not compatible with the commitments undertaken.

Although there had certainly been welcome progress in the area of civil and political rights and fundamental freedoms, it had to be recognized that the situation of economic, social and cultural rights seemed to have regressed.
