(c) Voter registration in preparation for the forthcoming elections

When adopted, the constitution and the electoral law will provide the framework for the upcoming elections.

Based on a late summer time frame, the cost of parliamentary and provincial elections is estimated at US 149 million.

On 20 April 2005, the communal elections law and electoral code were promulgated, and CENI announced the revised electoral schedule communal elections on 3 June legislative elections on 4 July Senate elections on 29 July presidential elections (by the new Parliament) on 19 August and colline elections on 23 September 2005.

Initiatives to promote a climate conducive to peace have focused on the holding of credible elections (both presidential and legislative).

Legislative elections had been held, and a presidential election was under way.

It is clear that, for the elections to be successful, people will need to be psychologically prepared to participate.

7. Reiterates the importance of the implementation of the timetable of the Joint Electoral Management Body for parliamentary and local elections scheduled for the spring of 2005

The most recent General Election was in October 1997 and the next election will be due in October 2001.

The democratic process which started with the referendum on a new constitution in February 2005 continued with commune elections in April and legislative elections for the National Assembly and Senate, in June and July respectively, and was successfully completed by presidential elections on 26 August and colline elections on 23 September 2005.

This will pave the way for fair, transparent and peaceful elections in 2007.

To this end, preparations are under way to hold municipal elections by April 2006.

Also in the framework of preparations for the elections, it is encouraging to note that electoral registration has begun, advancing the electoral process to the next stage, following the announcement of elections, their timetable and the previously established plan for operational activities and the consultations held between the Government, on the one hand, and the Provisional Electoral Council, the Organization of American States and MINUSTAH, on the other.

Owing to an insufficient turn out of voters in the second round, a third round of parliamentary elections will be held two months after the second round.

Voter registration is under way in the Democratic Republic of the Congo in preparation for the holding of a constitutional referendum on 18 December, and for legislative and presidential elections to be completed before the end of the transitional period, on 30 June 2006.

The 2005 parliamentary elections in Nagorno Karabakh were the first held under a new electoral code, which introduced numerous improvements to the procedures in force during previous presidential, parliamentary and local elections.

(f) To provide advice and technical support to the national electoral bodies regarding the electoral code and plans for the conduct of the legislative elections scheduled for August September 1998.

Furthermore, we successfully held presidential elections, and, in less than three days, we will hold parliamentary and provincial elections.

The success of the elections, and of the recent presidential elections, and the holding of the forthcoming Legislative Council elections would make a significant contribution to the strengthening of national institutions and the rule of law.

Owing to logistical and financial constraints, the Government is holding village elections in a phased manner three further districts will go to the polls in March, to be followed by elections in the eight remaining districts between April and June, according to a schedule to be decided by the National Electoral Commission.
