The Procurement Service instead proposed an amendment to the Procurement Manual that would deal with the issue.

It was not clear at the time of the review whether the procurement plan was used in the management, control and review of the procurement of goods and services, as intended.

Prominent among these are the Public Procurement Act, the Financial Administration Act and the Internal Audit Agency Act.

It facilitates the exercise of the right of aggrieved suppliers and contractors to seek review.

CRiSPS Centre for Research in Strategic Purchasing and Supply (of the University of Bath School of Management)

The Procurement Service engaged in a management review of vendor registration in 2004 in cooperation with the United Nations Office for Project Services (UNOPS) and the Inter Agency Procurement Services Office of UNDP, and has joined the United Nations Global Marketplace, the Internet based single gateway for vendor registration.

The 28th IAPWG meeting in May 2003 discussed the results of an in depth study on the future potential for e procurement in the United Nations, which IAPWG had commissioned from the Centre for Research in Strategic Purchasing and Supply (CRiSPS) of the University of Bath School of Management.

In principle, therefore, it should be feasible to integrate procurement overhead services at Headquarters under one roof.
