Disaster risk mitigation and preparedness are integral to the planning of human settlements in countries prone to natural disasters.

In view of the escalating cost of disasters, the current response oriented approach must be replaced by prevention and mitigation activities.

As we have stressed before, preparedness and a culture of prevention are keys to effective relief.
