In partnership with the Women's Councils and Coordinating Agencies, a course will be offered to train adolescents and representatives from law enforcement that assist convicted or temporarily detained adolescents in conflict with the law.

Priorities for local authorities should include the creation of local youth councils with the participation of indigenous youth in decision making, the provision of meeting spaces for young people to gather and coordinate projects, develop youth leadership, support for youth artistic and cultural expression, promotion of sport for development and peace and access to information and communication technologies.

487. In addition, the Secretariat of State has concluded and renewed a framework agreement with the Youth Science Association of Tunis (AJST) designed to encourage scientific activity within the Association and the conduct of activities in the regions and the remotest districts of the country.

4.1 Towards an overall system of coordination and cooperation between the regional meetings of ministers responsible for youth, the future sessions of the World Conference of Ministers Responsible for Youth and the United Nations to further review, appraise and promote the Programme of Action for Youth.

Many young people also renew their call for the creation and implementation of cross sectoral national youth policies that are developed in collaboration with young people and take into consideration local realities and the needs of specific target groups within the youth cohort.

Greater use could be made of the youth theme group mechanism within the United Nations resident coordinators system to increase the coordination of United Nations entities in the field of youth for the promotion of national youth policies.

The Federal Ministry for Family Affairs, Senior Citizens, Women and Youth of Germany set up a coordinating unit in the Federal Association of Senior Citizens' Organizations comprising 89 seniors' organizations and representing nine million older persons.

The World Conference of Ministers Responsible for Youth should address the issue of including youth representatives in national delegations to the General Assembly and special arrangements should be made to ensure coordination between the Conference and the World Youth Forum so that all participating youth organizations could effectively participate in the follow up.

We must also ensure the continuation of the World Youth Forum process, including the convening of regional youth forums consultations both in the preparation and follow up of the Forum and the strengthening of its links with future high level, intergovernmental conferences on youth (such as the Ministers apos Conference on Youth), through joint preparation, meetings and follow up.
