Demand reduction is now considered to be as important a deterrent to drug abuse as reducing illicit drug crop cultivation and illicit drug manufacture, or combating illicit drug trafficking.

14. The eradication of illicit crops is a basic tool to reduce illicit cultivation.

The eradication of illicit crops is a basic tool used to reduce illicit cultivation.

Mr. Al Enezi (Kuwait), referring to the reports of the Secretary General on international cooperation against the world drug problem, eradication of illicit crops and alternative development, said that his delegation noted with concern that cultivation of opium poppies had increased.

The General Assembly could assess the current use and availability of methods to identify illicit crops and the use of environmentally safe and effective methods to eradicate them.

It was only the enforcement measures of the Government that had prevented further cultivation of illicit crops.

12. To stem the flow of illicit drugs, reducing illicit drug demand is as important as reducing illicit drug supply and trafficking.

Alternative development plays an important role in strategies for the elimination of illicit crops.

In the area of judicial cooperation, the Assembly called upon States to strengthen international cooperation among judicial and law enforcement authorities at all levels in order to prevent and combat illicit drug trafficking and to share and promote best operational practices in order to interdict illicit drug trafficking.

Of the plant based drugs, the illicit consumption of cannabis products is most widespread.

Studies have also been launched on the global cannabis market the environmental effects of illicit drug crop cultivation and illicit drug production and the impact of drugs and crime on development in Africa.

Programme 17 contains five subprogrammes policy development and coordination control of licit supply of narcotic drugs, psychotropic substances and precursors prevention and reduction of drug abuse elimination of illicit crops and suppression of illicit drug trafficking.

New subparagraph 13.10 (a) entrusts the United Nations International Drug Control Programme with the major responsibility to act as the global monitoring centre for illicit production of narcotic crops as well as the impact of alternative development efforts to eliminate illicit crops.

The Illicit Crop Monitoring Programme assists the international community and Governments concerned in monitoring the extent and evolution of the illicit cultivation of narcotic crops.

16. Reaffirms the need for a comprehensive approach to the elimination of illicit narcotic crops in line with the Action Plan on International Cooperation on the Eradication of Illicit Drug Crops and on Alternative Development, adopted by the General Assembly at its twentieth special session Resolution S 20 4 E.
