The expenditures will be charged against the budget appropriations of the periods when actual payments are made.

As at 31 March 2005, total regular budget allotments for the biennium amounted to 130.3 million, i.e. 89 per cent of the gross expenditure budget and expenditure amounted to 79.6 million, corresponding to 54 per cent of the budget.

However, the expenditures are not consistent with the established budget (see table 10).

The 2005 budget of 3.5 billion approved by Parliament in April predicts a fall in both revenue and expenditure, but excluded off budget expenditure, particularly military spending.

The budgets approved by the Executive Board represent the best estimates of expenditures to be incurred and actual expenditures are incurred only when sufficient income is projected to be available.

Outputs for 1996 1997 under the biennial support budget

The expenditure budgets of the Federation have contemplated prudential measures to be applied with the aim of achieving budgetary equilibrium through mechanisms for the adjustment of expenditure in the event that the trend in public revenue should be different from that foreseen.

The State budget funds earmarked for health care amounted to 10.1 per cent of the total volume of budget expenditures for 1993, as compared with 7.2 per cent in 1983.

In 1996 1997, the ratio of technical support services expenditure to approved budget was 92.0 per cent.

As outlined above, the budget methodology has been modified by introducing volume adjustments for the revised budgets which align budget estimates with estimated expenditure.

(b) Central support services (regular budget extrabudgetary)

Primary health care expenditure is specified in the individual budgets of the voivodeship governors.

As can be seen for the current approach, the total budget for headquarters and field operations amounts to 31,085,800, of which 27,755,200, or 89.3 per cent, is covered by the Fund budget and 3,330,600, or 10.7 per cent, is covered by the programme support cost budget.
