2.4.2 Supporting cutting edge research in food security and agriculture

At the household level food security is designed to guarantee the whole population physical and financial access to basic foods on a lasting basis.

Since the 1980 s, governments have been pressed to promote exports to earn foreign exchange and import food. But food cannot be treated as just another commodity, and governments should develop appropriate policies, infrastructure, and institutions to ensure food security (not to be equated with total self sufficiency) at the national or regional level.

In Japan, the Food Sanitation Law, often referred to as the Japan Agriculture Standards (JAS), seeks to ensure the safety of goods and sets minimum quality requirements for food agricultural, fishery and forestry products, and regulates the use of food additives.

Codex Alimentarius was established by FAO and the World Health Organization (WHO) to set safety standards in the food trade.

International policies and standards regarding the safety of chemicals at work are formulated by the ILO.

A security management policy

4.2 Domestic and security policy

29. Governments had the responsibility to promote food security and to follow development policies which promoted an equitable distribution of income and food based on macroeconomic and sectoral policies which encouraged respect for the environment.

However, the most effective policy for increasing food security in certain LDCs is the promotion of peace.

The Fourth Session of the Intergovernmental Forum on Chemical Safety (Forum IV) considered the issue of the widening gap between developed countries and developing countries in their ability to pursue chemical safety policies.

There is a general increase in food insecurity and a severe shortage of drinking water, as well as a decline in food consumption and nutritional levels.

I started out obsessed with global security policy because I lived in New York during 9 11, and it was obviously a very relevant thing.

Finally, as world leaders gather in Rome, the international community must secure a meaningful global commitment to food security that will not be undermined by contradictory policies.

(ii) Development of a standardized safety and security policy format

Food and nutritional security (SAN) has been a priority of this Government, whose main achievement to date has been the creation of a lead agency, the Presidential Secretariat for Food and Nutritional Security (SESAN), under the legislation establishing the National Food and Nutrition Security System (SINASAN).

258. It was with the Seventh Economic and Social Development Plan 1987 1991) that the more realistic goal of food security became associated with the goal of food self sufficiency in the Government apos s options.

In addition, the Government has developed a consensus policy on food and nutritional security, the objectives of which are (a) to break the intergenerational circle of chronic malnutrition in the country (b) to expand the availability of basic foodstuffs (c) to improve the organic value of foods and (d) to assess and monitor the food and nutrition security situation in the country.

Europe and the Global Food Crisis

177. A National Food and Nutrition Policy Project was prepared in 1992.

Viewed from the standpoint of food security and the wealth of rural areas, there is now an urgent need to revisit the CAP s main instruments so that a new policy formula can be introduced. Perverse subsidies must be removed and recent new ones favoring products such as bio fuels reconsidered.

Accordingly, the Codex Alimentarius Commission5 has adopted principles for risk analysis of such substances in general, as well as guidelines for food safety assessment of foods derived from recombinant DNA plants and from recombinant DNA micro organisms.

Even now, there is enough food in the world, with a bumper harvest this year, but more people cannot afford to buy the food they need. Addressing this growing crisis is the aim of the Global Conference on Food Security in Rome on June 3 5.

In order to make the products of the food processing industries competitive on the world market, UNIDO will provide assistance in food safety and quality through specifically designed projects targeting the deficiencies of individual food industry subsectors.

In addition to international instruments (such as the Codex Alimentarius), industrialized countries applied domestic guidelines (such as those of the United States Food and Drug Administration) to regulate safety, health, environmental considerations, packaging, animal health, and labelling of food imports.

The rising costs of food, declining food security, lower production costs and cutbacks in public subsidies on basic foodstuffs are also obstacles to the realization of the right to adequate food.
