The Government of Azerbaijan reported that the Constitution of Azerbaijan provides for unimpeded entry of foreign nationals to the territory of the State, freedom to choose one's residence, as well as exercise of the other human rights and freedoms equally with the citizens of Azerbaijan.

Azerbaijan failed to recognize that the sad situation referred to in the report was the result of its own aggression against the people of Nagorny Karabakh in their legitimate and peaceful quest for self determination.

Mr. Mammadov (Azerbaijan) began by stating that his country had always supported the norms and principles of international law, including the right of peoples to self determination.

Ms. Gardashova (Azerbaijan) said that the promotion of human rights and the rule of law had been an integral part of Azerbaijan's national development strategy.

Azerbaijan stated in its notification that it had designated the Ministry of Internal Affairs of the Republic of Azerbaijan as the national body.

Statement by the Milli Mejlis (Parliament) of Azerbaijan on the thirteenth anniversary of the occupation of the city of Shusha, of Azerbaijan, by the armed forces of Armenia

Contrary to the Armenian representative's presentation or, rather, misrepresentation the Minister for Foreign Affairs of Azerbaijan did not refer to the territories surrounding the Nagorny Karabakh region of Azerbaijan, but to the occupied territories of Azerbaijan.

Ms. Mammadova (Azerbaijan), speaking in exercise of the right of reply, said that, while Armenia claimed to advocate regional cooperation, it was pursuing a policy of aggression against Azerbaijan and occupying about 20 per cent of its territory.

Azerbaijan considers development to be a central goal and, to that end, reiterates its commitment to fully implement the Millennium Development Goals (MDGs).

Armenia, having failed to achieve its political goal of obtaining the secession of Nagorny Karabakh from Azerbaijan, started the expulsion of Azerbaijanis from Armenia and resorted, subsequently, to military aggression in order to acquire, forcibly, the territory of the Nagorny Karabakh region of Azerbaijan and to institute ethnic cleansing in the occupied Azerbaijani territories.

Expressing the sovereign will of the Azerbaijani people, the Milli Mejlis of the Republic of Azerbaijan declares once again that the Republic of Azerbaijan will never agree to the seizure of sovereignty in a part of its territory or the outrageous occupation and separation of its primordial lands, and will resort to all possible means in order to achieve the restoration of its territorial integrity.

In response to the claim that Nagorno Karabakh had never formed part of Azerbaijan but had been forcibly annexed by Stalin, he stated that Karabakh had always been part of historical Azerbaijan and had been populated by Azerbaijanis.

The issue had never been between Armenia and Azerbaijan, but between Azerbaijan and Nagorno Karabakh.
