(b) Development of a model budget format referenced above

The annex to the present note follows the model budget format discussed above.

The Advisory Committee was provided with a table on the above mentioned electoral budget (see annex III).

UNOPS attributes these project overruns to the reasons for overriding the Atlas budget check function, mentioned above.

Under the above 2005 plan and budget estimates, the 2005 year end net income from operations is 2.91 million.

7. Requests the Secretary General to strictly abide by the above mentioned established budgetary procedures and methodology in future budget submissions

The above mentioned statement of programme budget implications was not submitted to the Advisory Committee or the Fifth Committee for consideration.

In view of its comments above, the Advisory Committee recommends that the estimated budget requirement be reduced from 296,654,700 to 292,347,600.

Budget projections for 2005 point to continued strong total revenue performance, with an increase of 8.4 per cent above 2004 levels.

In view of the comments above, the Advisory Committee recommends that the estimated budget requirement be reduced from 371,835,600 to 367,610,000.

However, it expects the observations it has made in paragraph 10 above to be taken into account when preparing the next budget submission.

Consequently, a net additional provision of 2,405,600 is sought over and above the resources indicated in the proposed programme budget for the biennium 2006 2007, as supplementary programme budget proposals under the terms of financial regulations 2.8.

As mentioned in paragraph 14 above, UNHCR has started consultations with Member States on the possible move to a biennial programme and budget cycle.

In view of the comments in the above paragraphs, the Advisory Committee recommends that the estimated budget requirement be reduced from 22,027,700 to 21,939,900.

9. Requests the Secretary General, in view of his preliminary indicative estimates contained in the proposed budget outline, to reflect the priorities outlined in paragraph 8 above when presenting the proposed programme budget for the biennium 2006 2007

The fluctuation of the euro and the United States dollar also contributed to additional requirements for the 2004 05 budget period under all of the above categories.

Taking into account its recommendations in paragraph 16 above, the Committee recommends that the estimated budget requirements of 46,328,400 for the maintenance of the Mission be reduced by 686,600.

As reflected in table 1 above, OIOS currently has 23 posts funded through assessed contributions (regular budget and tribunals) and extrabudgetary resources, aside from the support account, for all investigations functions.

Note This list does not include any statements of programme budget implications or revised estimates that may result from recommendations or decisions of the General Assembly on the above mentioned reports.

8. Requests the Secretary General to prepare the proposed programme budget for the biennium 2006 2007 based on the above priorities and the biennial programme plan as adopted in the present resolution

Should the General Assembly agree with the above proposal, a subvention of 476,500 (before recosting) from the regular budget of the United Nations is proposed for UNIDIR for the biennium 2006 2007.

In view of its recommendations and observations in paragraphs 19 to 24 above, the Advisory Committee will not comment post by post on each of the requests for additional staff in the revised budget rather it will defer such detailed recommendations to its consideration of the proposed budget for 2005 06, following the conduct by the Mission and the Department of Peacekeeping Operations of the review of additional staffing requirements, as requested in paragraph 23 above.

8. Requests the Secretary General to prepare the proposed programme budget for the biennium 2008 2009 on the basis of the above priorities and the biennial programme plan as adopted in the present resolution

Such initiatives have been developed, especially in areas where potential sources of additional funding for such activities have been identified, in line with the need to increase UNIDO's operational budget resources as noted above.

Consistent with the above programme of work, the Secretariat has prepared the draft staff plan and budget for 2006 2007 contained in the annex to the present note, in tables 1.1, 2.1 and 2.2.

The regular budget and the project budget together comprise the total budget volume for 2006 2007.

In a continuing process, mentioned above, the consolidated budget outline for 2006 2007 was presented, for comment and review, at an intersessional meeting of the Commission on 1 March 2005 (E CN.7 2005 8).

Fifth, the higher the unemployment rate goes, the wider budget deficits will become, as automatic stabilizers reduce revenue and increase spending (for example, on unemployment benefits). Thus, an already unsustainable US fiscal path, with budget deficits above 10 of GDP and public debt expected to double as a share of GDP by 2014, becomes even worse.

Budget

This and all of the above factors must be expected to persist over the next two to three years, and have therefore been included in the premises underlying the proposed programme budget for the 2006 2007 biennium.

Expressed in terms of United States dollars, however, the requirements are 22 per cent above the baseline, the bulk of which is required to cover the change of exchange rate since the adoption of the present budget.
